In talking about the need to deal with 'sinful behaviours' I'm makeing a distinction between the things we desire to do and the things we actually do do.
For instance... I desire to sex with a boy. No matter how compelling this desire is, I don't see it as a sin. Sin happens when we actually DO something. To bring this into the context of this discussion I am wrestling with the question: "Is masturbation sin when we fantasise about sexing a boy?" Technically I'm not ACTUALLY sexing a boy. So in that respect it is NOT EQUAL to the sin of sexing a boy. But is it (as Blackstone asks) a sin of lust? I haven't fully resolved on that issue... but within certain limits I don't think it is. Of course this is something that we all have to wrestle with in our own consciences at the end of the day since I don't beleive sexual fantasy is addressed in Scriputre directly (the bigest single reason why I think it's not sinful).
