The possibility of future crimes is only grounds for arrest in the world of "Minority Report". I don't rule that out as occurring in the future, but it is impossible today, and it was impossible in the 90s.

You are either mistaken about the arrest (and it was merely a detainment). Or, there is more to the story than what you are saying (and perhaps more than you were ever told).
