isurfproxy.com will not do anything at all to prevent your internet service provider from watching everything you do. What it does do is keep the people who run the websites you visit from knowing your ip address (and thus your general location and your isp).

Tor will keep your ISP from knowing what you are up to, but it allows a random person running a tor server access to that information instead. To minimize your exposure, use tor only while browsing web sites you don't want your isp to know about and always assume that unless the website you are accessing is ssl encrypted with a verified certificate, a malicious person running a tor server is logging everything you do on that website for fun and profit.
