I think it boils down to what one believes the definition of lust is. The bible makes clear that lust is a sin. If we accept a traditional view of sexual fantasies as lustful acts, then masturbation is a sin when accompanied by fantasies. Using more liberal interpretations of the term lust, it is possible to have sexual fantasies without considering it a sin.
