If the kid has a handler of some type, then I just ignore him. He's not in genuine need, it's just his job.

If he doesn't, then I'll talk with him if I have time. I'll just give him some money if I don't.

I don't share Eldad's fear of money being misused. Might it be misused? Yes. But, so what? If he's an addict or something it's not as if he is going to miraculously stop because I didn't give him any money. It's not for me to judge how he uses it.
