They clearly don't believe in eternal consequences

The only question is whether that is the same as being an atheist. Note that 'believe' means certain about something to the point of it changing your behaviour - not merely ticking the box on the census form. Of course if your god doesn't threaten any eternal consequences, or even sees this sort of behaviour as acceptable (not an inconceivable possibility), then you could be in good standing with that god and still do stuff like that.
