I suspect that prison populations are liable to be biased towards situational pedophiles because the victims are less likely to be willing participants in the relationship - the classic 'situational' perpetrator is a close family member who takes advantage of the child because the child is there. By contrast the preferential is likely to be casting the net wider, perhaps being more willing to take 'No' to mean 'No'; indeed the figures seem to indicate that there is far more familial sexual abuse than 'stranger danger'. The newspapers emphasis the strangers; this is accentuated where the identification of the victims of sexual crimes is banned, preventing meaningful reports of many family abuse situations from surfacing as this would have the effect of identifying the victim.
