Encryption and a proxy would mean law enforcement could not check the person's computer from that end or where they have been going from the isps end.


A proxy doesn't protect you from being monitored by people with access to your ISP. A proxy just routes your traffic through a middleman before getting you to where you want to go; to get to the middle man you still go through your isp, who can still see everything you are doing.

If you want some form of anonymity you will have to rely on some sort of dedicated anonymity network like tor or freenet. A proxy is of no value.
