I suspect that the AoC laws will be relaxed sooner than that as the 'children's rights' perspective is increasingly pushed. The only organisation that I know of that has gone public on this was Stonewall in the UK that proposed that the UK AoC should be lowered to 14, though the sympathy with the view implicit in 'Queer as Folk' was overwhelming. the first episode of that has a 15yo getting himself seduced by a 30 year old on his first night out in a gay village - the subtext was 'why not...'.

The popular response to Sotonewall's call was very negative, but I suspect it will reemerge when the present energy over gay marriage has led to the victory of the gay community.
