The Victorian ethos (now re-emerging as our contemporary Neopuritanism) holds that sexuality is a force causing weakness of will... therefore, you can hold your anger in, you can hold your contempt in, but sex will always tend to dissolve you... all the more so if it's heterodox (abnormal) sex, because if you had control you would not be abnormal in the first place...

Therefore the claim that you will not act on your pedophilia is simply not believed -- it is like an old iron bucket saying it will not act on its rust.

My own belief is that the whole victorian ethos, "sex = uncontrol" has to be exposed and disinvested. The feminists went a certain ways towards this when they managed to established that rape was aggression (a sin of control) rather than wantonness (a sin of uncontrol). But in regard to pedophilia, though they hold all adult-child sexuality to be analogous to rape, they still carry all the victorian assumptions about how being pedophilic would lead to the loss of control that empowers you to become such a child rapist.

So we are back at square one, back in 1888, when it comes to pedophilia or, if you will, boylove.
