Man that's true and it sucks. I'm not at all advocating people should get away with doing it intentionally either. If some adult had seen it happen I'd have expected (even at the time) for them to say something. But when all people involved agreed it was an accident nothing should have happened except maybe "Be more careful next time" kinda thing.
