Umm... I was just using scripture. The Bible Says that if you look upon a woman with lust you have committed Adultry with her in her heart. I suppose if you want to Argue just exactly what the word "adultry" is, then we would have to look up that word in the original Hebrew or Greek. Which ever if is. I have a strongs and Vines Concordance. I just don't have the energy to study the word Adultry.

About the second part of your post. We are human and we will fail. That's why God extends grace to us. If you keep on reading in Romans 6-8 you will see in Romans 7 that Apostle Paul describes his own struggle with sin.
