Actually the answer is "it's never ok" with the understanding that we are not perfect.

I mean there will be times that we will miss something but if we think it is a copyright violation will will edit it. We won't always know if a siggie is copyrighted or not or same with some links but we will use the best judgement we can and err on the side of caution for the continued safety of this board and everyone here.

Don't forget that this board has had plenty of people as moderators over the years each of whom do things differently. We currently have 4 mods here (Hopesalive, Godspell, Blackstone, and Cat), three of whom have been here less than a year. Though some things will stay the same some policies will flow with new admins coming and others leaving.
