I read Job 30 and couldn't find the verse you are referring to. In any case, even if it is in Job somewhere, Job takes place before Abraham, Isaac, Jacob, Joseph, Moses, or any of the other patriarchs. Job wouldn't have had a good understanding of the law, since it had yet to be written.
