In the Netherlands, the full names of accused are not released even AFTER they are convicted. It's felt that with their debt to society paid (prison term, fine) and their rehabilitation attempted (including obligatory psychiatric care in some cases), they should not be hampered in their attempts to rejoin normal society by being branded as criminals.

Even the assassin of the gay politician who almost became president, Pim Fortuyn, is only known as Volkert van der G. in the Netherlands. Most people have now picked up from the English press that he is Volkert van der Graaf, but this is not legally publishable in the country.

Most other countries don't stake so much on their rehabilitative efforts. The system is very good to innocent accused, and as far as I know the recidivism for major crime is not elevated. There are some notoriously resistant petty thieves in the country though.
